Northern Ireland (NI) to Great Britain (GB) export declarations: Checklist for traders

Actions you need to take

  • If you need to complete an export declaration to move your goods from NI to GB, register with the Trader Support Service (TSS) One-time action. TSS will support the completion of the export declaration
  • If hiring an intermediary to complete your declaration, decide on whose TSS account that declaration will be raised, as only this account will show when the goods are cleared to move.
  • If using your own TSS account, raise your goods movement case via the online TSS Portal or by calling the Contact Centre.
  • Enter details (see the data requirements section) regarding your goods movement into the form emailed to you by TSS, including any licences you have obtained, and attach it back into your online TSS case record.
  • TSS will raise the declaration with HMRC and inform you when it is approved. If the form is completed on your intermediary’s account, ensure they send you this notification.

Important information

Most goods moving directly from NI to GB will not require declarations. However, export declarations will be required in the following limited circumstances, where goods are:

  • Placed or moving under a customs special procedure in NI; or
  • On a list of certain prohibited and restricted goods which apply for movements from NI to GB:
    • Drug precursor chemicals
    • Endangered plants & animals (incl. CITES)
    • Firearms, parts and components and ammunition
    • Fish – Atlantic Tuna
    • Fish – Dissostichus
    • Genetically Modified Organisms
    • Fluorinated gases (F-gas) and ozone-depleting substances (ODS)
    • Hazardous chemicals
    • Mercury and mercury added products
    • Persistent organic pollutants
    • Rough diamonds
    • Torture goods

Declarations will also be required for indirect exports and Transit – for instance, if goods are moved from NI via Ireland to GB. See separate Indirect export checklist on NICTA.

Upon submitting your completed form, please allow for at least a 3-day turnaround for your declaration to be processed ahead of your shipment date.


Data requirements

NI:GB outbound declarations process

  1. Raise your goods movement with TSS either via the online Portal or Contact Centre
  2. You will be sent an email with a link to your TSS case record that will include an attached form
  3. Download the attached data entry form. Fill in the form and reattach it to your TSS case record with any licences you have obtained
  4. TSS raises the declaration into HMRC’s Customs Declarations Service (CDS) on your behalf
  5. TSS receives customs clearance from CDS, informing you that the goods are allowed to move
  6. Goods depart NI for GB

TSS Portal fields: Movement Header

You will need to provide the following information about the movement of the goods:

  • Movement Type (permanent or temporary)
  • Transaction Type (commercial or non-commercial)
  • Goods under Special procedures (confirmation & type)
  • Goods subject to international controls
  • Goods subject to SPS
  • Container / Truck / Trailer no
  • Vessel name or IMO number
  • MUCR (if required)
  • Shipping/loading date/time
  • Country of dispatch
  • Country of destination
  • Exit Port
  • Entry Port
  • Invoice number
  • Invoice currency

TSS Portal fields: Consignment Information

You will need to provide the following information about the consignment:

  • Consignor/consignee EORI and name and address
  • Representative EORI. Declarations will require an XI prefixed EORI for Representatives for an NI to GB journey. Exception: If a GB EORI has been used on a previous Special Procedure declaration, a GB EORI must be used for any diversion from the Special Procedure
  • Haulier EORI and name and address
  • Equipment number if containerised
  • IP Authorisation
  • OP Authorisation
  • Bonded warehouse
  • End Use Number
  • Supervising customs office
  • CSE Authorisation

TSS Portal fields: Goods Records

You will need to provide the following information about the goods:

  • Goods description
  • Number of pieces/packages
  • Type of packages
  • Package marks
  • Gross mass (KG)
  • Net mass (KG)
  • Item value
  • Statistical Value (GBP)
  • Commodity code
  • Procedure Code
  • Additional Procedure Code
  • UN dangerous goods code documents, certificates and authorisations
  • Any licences you have obtained
