Full Frontier Declarations

Full Frontier Declarations are used to provide detailed information when moving goods to Northern Ireland under the following journey types:

  • Maritime movements from Great Britain or Rest of World excluding the European Union to inventory-linked ports in Northern Ireland
  • Air movements from Great Britain or Rest of World excluding the European Union to inventory-linked airports in Northern Ireland
  • RoRo movements from Great Britain to Northern Ireland, where you wish to use a Full Frontier Declaration rather than using the TSS Simplified Procedure (see Other NI Movements), or the simplified processes for Internal Market Movements for eligible goods movements from Great Britain to Northern Ireland

Full Frontier Declarations Summary

  1. Submission of a safety and security declaration outside of TSS for air and maritime, or available via the TSS Portal for RoRo – generally done by the carrier/haulier.
  2. Inventory Claim for movements to inventory-linked locations – in the TSS Portal using the Unique Consignment Reference (UCN) for maritime movements, or the airline-provided Inventory Consignment Reference (ICR). Guidance is available on movements to Inventory-Linked Ports in Northern Ireland.
