So I’m going to do a very quick recap on some of the things that you heard in our previous webinar.

Just to give you some context.

Most of this webinar, we’re going to be talking about the TSS portal, what it looks like, and Doreen will take you through a very detailed look at the screenshots of the portal and so forth so you can see how all of this fits together.

So just to recap very quickly, obviously we’re talking today about the simplified processes for internal market movements.

These go into effect at the end of March.

These are the Windsor Framework customs facilitations.

As you will recall, there are two major things we’re going to talk about.

The first is the internal market movement information, the IMMI, that is the data set, the simplified data set.

So you’ll see what you need to provide and how it can be provided.

The second thing we’re going to talk about is the trader goods profile.

The TGP supports the completion of the IMMI and if it’s linked to the TSS, there’s a lot of support for auto population and this should make your life considerably easier.

So we go to the next slide, please.

So essentially this is a dashboard that you’ll see if you go to your TSS, your company profile on the TSS portal.

This will help you understand whether you are ready for the Windsor Framework processes.

And you’ll see on this a series of green cheques for certain things that that you need to do in order to be ready.

So for example, are you UKIMS authorised?

That’s the UK internal market scheme.

You’ll have to upload your UKIMS authorization letter and then you get the the green check.

Have you basically complied with the different permissions to use UKIMS?

You may want to give permission to another party to use your UKIMS authorization to fill up the forms on your behalf.

If you want to do that, you need to make those known on your TSS company profile and you’ll get the green check there.

Have you given permission for the TSS to have access to your TGP profile?

You’ll see later why that is.

That would be very helpful to do because of what the TSS can do in terms of auto population.

And then optionally, for those of you who are norms traders, you can also upload your NIRMS registration.

And if you do that, then there are, there are things that we can do to make again the, the process of submitting information easier.

So we go to the next slide please.

So there are two principal journeys that we mentioned last time.

So as you go through the the portal and as you as you see this, you can put this in your own mind in terms of when you would be using this and how it relates to you to your two journeys.

So the first journey you, you can, you have the option of using the simplified processes, using the, the, the upload of your internal market movement information, umm, prior to the movement of the goods.

Uh, so that’s journey a, uh, where you will do the ordinary pre movement stuff that you do now.

The TSS data entry process is the raising of the goods movement, the submission of the ME and then you’ll obtain the GMO umm that’s you can do that directly on GBMS or or use TSS for that also.

Then you’ve got the booking check in and boarding of the ferry, which is what you normally do, and then onward delivery.

If you do it that way.

There is no nothing you need to do after the goods have entered Northern Ireland, but you can also do the second journey if that’s easier for you.

And that the TSS part of that is the, the same as before the raising of the goods movement, the initial information, which is very much like what you do now, entry summary declaration.

And you’ll obtain the GMR in the normal, normal way, book check in board ferry in the normal way, deliver in the normal way.

And the only thing that’s different from Journey A is instead of doing the supplementary declaration, which you do now, you’ll do a post movement in me, which is the simplified data set.

So it’s not all of the fields that you know, you have to do currently with the supplementary declaration that that journey B is, is appropriate for traders who want flexibility.

If if you need flexibility in terms of when that information is available to you.

And that will depend on your supply chain, who has which data and when.

So if we go to the next slide, please.

So I’m now going to just introduce the trader goods profile.

And then for most of the rest of this presentation, Dorian is going to show you what this all looks like on the screen.

So the trading goods profile, you know, is designed to help you.

It’s designed to reduce, it’s not required, but it’s designed to help you and reduce the manual data entry.

And the point about the trading goods profile is that you, you, you fill this up, you populate this once the data is, is, is uploaded onto the TGP once and then it can be used to populate all future goods movements.

Now, if you allow the TSS access to your traded goods profile, which is an HMRC function, the TSS will be able to look up and reference the goods information for use in your movements.

So it will make your life a lot easier and we strongly recommend that you do that information can be used to auto populate the fields in the internal market movement.

You’ll see in a moment Dorian will take you through exactly what is populated, what the benefit of linking your TSS to your TGP actually is.

And I’ll conclude this slide just to I’ll remind you about categorization requirements, which is a new thing in terms of what you can, when you can actually use the Emmy and the simplified processes.

And you’ll remember category one, category 2 and standard goods.

Category one was the goods that you can’t use these processes for, which would be things like trade remedy goods, sanctions goods, et cetera.

Recall that slide from the previous presentation.

Now the HMRC HMRC has a categorization tool that makes your life easier, helps you to understand how to categorise your products that are linked to the TSS portal.

So it requires just two things, the country of origin and the commodity code.

And then the HMRC tool will do the categorization for you.

So that will help you with that particular function that you need to complete.

And now I’m going to hand over to Doreen for the next slide and she’ll take you through all the what the portal looks like.

It’s a pleasure to be here to finally give you access to what some of the screens in the portal will look like to assist you with the implementation of the Windsor Framework using the Trader Support Service.

So the image that we can see in front of us is what the the portal will look like.

So if you have access to a traders goods profile and by being authorised by for you Kim’s the the UK internal market scheme with HMRC, you will automatically be allocated an account.

If you then give TSS permissions and grant them access via HMRC government gateways and CDs, we will be able to access access that information and present it for you in the portal.

So once those steps have been completed and again, going back to Shankar’s point about the new dashboards within your profiles and the videos that will help you ensure that you take the correct steps to initiate those authorizations.

You will see this new little title in your profile which says Traders good profile.

If you have access to that in your account.

If you’re not UKIMS authorised, you will not have this available.

Or if one of your steps hasn’t gone quite right with the authorisations, this will not be available within the portal.

So that’s a key indicator.

So once you click into that in the in the portal, it will take you to your own individual profile.

And as you can see in the screen here, you will see that it’s EURE driven.

So again, that’s that economic reference that everyone have.

It’s it’s individual to your own business and it will say, please select the account you want to manage.

I’ll explain why it asks that question if it’s linked directly to your UKIMS.

So if we can go to the next slide please.

So depending on the authorisations you have for your account as a trader and you haven’t granted anybody access to your account, you will only see your own view.

So you will see it will only be your URA number in that drop down menu and you will only see the records that you have big created within your own profile that you have granted TSS to access.

Now if you grant some permissions for other users to access your profile, your haulier, your your third party intermediary, etcetera, that helps you complete these movements, they will also have access to multiple accounts, but only they can view your account if you give access to them and only they will be able to view your account details with yourself.

And again, once they select your account, they will also only be able to see your own records connected to your account within your profile on the portal itself.

Again, this is fully explained in some of the the complimentary videos that we have that will be posted on NICTA in the next few days.

OK, this is a new form that we have in the portal to help support the trade of goods profile.

And we just want to highlight it today and I will hit some of the key notes on it.

I’ll not go into every detail, but the new form just collects the information for the goods that you move most frequently and that will benefit from using your your trader goods profile within the the portal itself.

So again, it’s unique to your Uri number.

And the red box there on the top of the form, again, this is the key identifier.

That’s your record.

And it will always be your EOE in there or the account that you’re creating, the profile, the record for.

And once you enter the information, again, you can see of it or you can cancel it.

And at the bottom of the screen you will see a little red box of highlighted.

So the portal itself will help you put in the mandatory information; the key information that’s required on this form to help you create the correct goods records to be able to use later on in the journey.

And we also have included some pop-up boxes again just to indicate what each of the sections mean as well.

So again we want to encourage you to these are your records and we want to encourage you to maintain them and just ensure they are correct as you because some information may change like commodities etcetera.

And again it’s to do that internal housekeeping to make sure your information is up to date and relevant.

Categorisation is a new thing for us with the Windsor Framework and being able to simplify the the journey and the the requirements for the goods moving into Northern Ireland.

Now we have covered categorization before, but it is part of the setup of the trader goods profile record.

You create all the key data, but then you must categorise the goods in the second step and again you will see this within the form on the portal.

And again if your goods do require any additional licences or exemptions etcetera, you can see in the highlighted box in the bottom there that you can just add them in on a one time only basis and then you can again use that on frequently moving goods.

And then just remember to keep ensure your documents are up to date with the current requirements, the format of the, the, the Y codes, etcetera.

And you will have seen these in your, your current journeys within the portal is slightly different here.

And again, I have called this out because it’s the same information, it just looks slightly different.

So it isn’t, you know, once you get familiarised with, with this layer of it, you will very quickly realise that you’re ready to do it within the, the, the supplementary declaration.

So again, I, I, this is nothing new.

It’s just in a different format to collect the information within the traders goods profile record.

Again, when, when we create the records under your profile, you will see that they are, we’re giving you a summary of each of your, of your records.

So you’ll be able to see very clearly the product reference that there is your own reference.

It’s an internal use thing, your goods description.

Again, this is a a free data.

So, but we would encourage you to use the best description that you can to describe your goods.

And then you will have the commodity code, the origin, if you need some additional advice from HMRC, if you need to review the information or if it whether or not it’s ME ready.

And by ME ready, we mean that you have completed all the information within the trader goods profile record and you can now start to automate its use within your movements of goods.

So once it has been categorised correctly and all the information has been completed correctly, you will see at the bottom here that the ME ready changes to true and that’s when you know you can start using these records and everyday movements.

And again, all of that piece of information is held under your profile.

OK, just to summarise, what does it mean?

You know, how, how do we actually, what has the TSS done to help you with the internal market movement information and how does the the traders goods profile link into it?

So what we’ve done is tried to use as much automation as possible and we keep going back and reusing this phrase that, you know, you need to have conversations with your suppliers, you need to understand your supply chain, you you need to communicate well.

And This is why because the information that you use within the system is only as good as those conversations.

And the better the conversation or the more understanding that you have with your supply chain and what kind of goods you’re moving etcetera, you will get the the benefits of the automation within the portal itself.

So again, you can automate from the traders goods profile using your goods description or your in house product reference.

You can actually give that reference to your hauliers or whoever’s managing your goods movements and they’ll be able to use that to call up.

If you’ve given access to your trader goods profile on the TSS, call up your goods records to use in the movements.

You’ll only have to add specific values into the MA because you’re using the the information you’ve already captured within your trader goods profile records and that’s things like volume and mass, etcetera.

And also it’s, it’s making sure that you control who can use your information because you do have a Ukim’s authorization and you have given assurances that you, you understand that the goods are only for internal market use.

So again, This is why you give those authorizations on your portal.

So and Please remember these simplifications and automations are for have been built for TSS users who use our portal.

So some of these functions may not be available with external third parties.

So we’re going to look now more at the journey that the tanker alluded to earlier on where we had those pre and post movement journeys from the Chevron diagrams that all will be familiar with from previous webinars.

So again, depending on those conversations that you’ve had with your supply chain and your suppliers and the receiver of the goods, you’ll understand who is responsible or who will be supplying the information and the data for the movements that are going from Great Britain into Northern Ireland.

So if you’re moving on the portal, you, you should already know or have those conversation who’s supplying the information and when.

So whether or not you’re going to be using your trader goods profile as well, because please remember, it is, it’s not a compulsory function.

It is a tool that’s been provided by HMRC.

First, exactly the same function just now it has a multi-function that can be used for both so internal market movements and other movements into Northern Ireland.

So the first one is started goods movement.

And this is where it would be the ENS submitter who would start the internal market movement using this function and then create the ME as part of the consignment off the off directly off the ENS header.

The next option we’re looking at the screen there is where you can actually create the internal market information 1st and then connect it to the entry summary declaration.

And I will go through both of these in the portal today.

So with the first option, it’s start a good movement, exactly the same pre as I said previously, you’re saying this as entry summary declaration.

You would click that again, previously it would be start your entry summary.

And this is submitting a goods movement.

And you can see in the bottom section of this slide, again, the portal has the hints of which fields you need to fill in and each section of these forms.

So it identifies any key components that are missing and what before you move on to the next sections.

So again, when we’re creating the internal market movement, and again, this is from that entry summary level that the header, the form looks exactly the same as it did before with the exception At the bottom of the portal screens, you will see 4 new boxes and these will be the ENS consignments, SFD consignments, ME consignments and GMR details.

And these are just little folders that we’ve put into the portal on these screens.

So you’d be able to access your records relating to this movement easily.

So on this particular form, you will see that we’re going to go to the ENS consignments and select new.

This is going to just then add the consignment onto the ENS header that you’ve already created.

So when you select that, it will then ask you to create consignment related movement header.

I know a lot of words guys, but it is just really adding that consignment onto the ENS.

But one of the key things here is, is going to ask you for the importer URA.

Again, this is really going back to those conversations and understanding the rules and responsibilities for the movements, who’s who is going to be the importer, who is ultimately going to use their UKIM authorization to move these goods and declare the goods as an internal market movement.

So there’s a little warning box that I have highlighted on the right hand side and it’s just a declaration that you confirm that you understand the statement and that you have those permissions as well that those conversations have happened.

So when you when you select the correct import or CRE, you go then to basically create the consignment information.

This happens currently, but again it just creates that audit trail within the movements both for yourselves and within the portal and it will then link into the Emmy record.

The box at the top is actually new within the portal form and I am going to expand out in the next slide just for information purposes.

But again, it’s given you that historical link and also given you the criteria for the internal market movement as well.

Just calling out to ensure that we’re on the right forms and user tip, filling in the correct information on behalf of your customers or yourselves.

And again, there’s that little there, automation and helpful tips within the portal that will highlight the information that you need and both and all the sections of these forms as you go through them.

So this is the slide I wanted to call out just to as it’s a new part and it’s the information part within the portal itself.

It gives you a summary of the ENS header that you have created that you’re adding the MA consignment to.

And then it also gives you the criteria that the move the goods within the movement need to meet to actually fulfil the requirements of the MA and meeting the obligations that you have to be able to access the ME record and use it correctly.

Again, this is once you understand this the first time and you understand the implications of moving these records.

These are retractable and collapsible headers on the form, but they will always be there.

So now we actually get to the ME itself.

You’ve got multiple options within this form.

Again, a Shanker alluded to how you use this is flexible depends on what’s best for your business, what information is available and and when in the journey is available.

So within the record itself, you have the option to either use the trader goods profile or not use the trader goods profile.

And I’m going to kind of show you the highlights of both.

So if you want to use the trader goods profile, you would take the box and then it would ask you to put in a goods description and and you’d be then able to pick from the records that you have within because it’s already linked to the importer.

Yori 1 two steps back and it will then throw you up all those records that are linked to that import CRE to use within this sort of population for the MA.

And again, you can see down the bottom of this form, there’s stars through the form of additional information that’s required.

But again, the portal has been set up that will give you flags for missing information.

So again, I’m just covering what I’ve said in the previous slide in more detail.

If you want to use the TGP, the goods, your procedure codes, your additional procedure codes can be auto populated depending on how you’ve set up your profile and your TGP.

But your packaging marks, types of packaging, gross mass, item value and number of packaging is the only 5 that you have to manually add in to the record.

So depending on your conversations, etcetera.

So the more authorizations and understanding you have with the supply chain and is going to maximise the amount of automation that you can get by using the TSS for portal.

And again just at the bottom, just to short call out again that each stage here the portal will show you what information is missing.

So if we decide not to use the TGP, but we still want to use the internal market movement information, you can see here on the screen that there’s quite a lot of other information that we need to put in that we didn’t pre populate from the TGP.

So again, it’s the the goods description, the country of origin, the commodity code and then the procedure codes, etcetera and the package and the other five that you can’t pre populate.

So again, it’s it’s entirely up to yourselves what is more beneficial for you.

But if you’re moving the same goods and a consistent basis all of the time, you may benefit, you know, from a data input perspective to use the trader goods profile within the portal just to save yourself and and take those benefits of the Windsor Framework.

Again, you’re going to have to categorise if you haven’t used the the trader goods profile and that’s that second step I was talking about.

So within the within the portal itself, we actually connect to the HMR CS online tariff and we do those cheques and with their tool as well just to to pull through the categorization options in real time.

And again, if you’ve met the exemptions and you can provide the licenses and the documentation, etcetera, depending on how your categorization works in you would tick the box to say that you’ve met the exemptions and then save the record so that there’s the additional.

You can see that it’s quite a bit more work if you’re not using the T GB TGP rather than if you are.

Once you’ve actually completed the form in the two steps and saved it, you can actually see that the ME form has been created, and you’ll see attached within your ENS summary.

And you can see there at the bottom of the screen, you can see that the declaration goods and that one line, because I used the coffee beans from the previous webinars as an example in this one, is attached as a memory record to this ENS Next slide, please.

So what do you do then?

Well, once you’ve clicked all your records and put it on all your consignments into your ENS, you then can submit the ENS in exactly the same way you did before.

There is one other difference here is that you need 2 goods movement records and and how you get them will be in the usual manner.

You’ll get emailed from TSS the same way that you do today, or you can access it through the ENS header or the portal.

And if you’re going through the ENS header, because I’m going to make the assumption here just for the purpose of this webinar that you are the ENS submitter and you’ve hit saved, you will be able to see those records and those bottom 4 headers that I, I drew your attention to earlier on.

So you’ll see one has ENS consignments.

If you just click into it, you will be able to see the consignment and the local reference number and the movement reference number.

And if you click into the MA consignments again, that record will give you the internal market movement reference number, local reference number and the movement reference number that you need for GVMS.

So that’s two movement reference numbers for GVMS.

OK, So that there was the ENS first and then creating the consignment off the ENS header.

And what I’m going to go through now is basically creating the the MA 1st through that consignment first option.

And again going through the portal, you’ll see the goods movement, start a goods movement and then pick the option for start a consignment for goods movement.

And then what you will then get is create consignment first and you will get that same question that you got previously on the importer ERE.

Pick the importer ERE or populate it with your customer or your own ERE if you’re responsible for the goods when they arrive into Northern Ireland and that you’re stating those goods are remaining within the internal market.

So once we do that, you will get additional questions ENS only that kind of stuff.

I’m not going to go through that today because that’s something you do already.

But again, through the videos that are going to be a nectar, you will see this level of detail at each stage of these journeys.

Now, just to call this site, that button will only be there if you meet the criteria and you know, it’s things like the arrival date is after the implementation date, you know what type of declaration do you intend to submit and again these goods.

You know we there’s some movements and the categories of goods are excluded from being part of the internal market movements as well.

So those category one goods or goods that perhaps have some remedies or safeguards etcetera.

Again, back to the classification side of goods eligible and again the domestic status of the goods and free circulation and the destination country has to be the United Kingdom.

You cannot use the MA for goods that are not remaining inside the internal market.

And again, that is in conjunction with your Ukim’s authorization.

And there’s a couple of things that’s going to happen here that’s different from what you’ll see today.

So your supplementary declaration status will change and it will say that it’s being converted to an Emmy and you will also then create a new internal market movement information record as well.

So again, so there’s another couple of steps.

So you will see the differences in the status, but your supplementary declaration is still there and you’ve created a new record.

So all of the information from your supplementary declaration will be copied over into your new internal market movement information and then you’ll be asked to update the additional information that’s not there to complete.

So when I say they say the existing information, it’s all the movement information that has already been collected through the ENS and then it’s the existing, then you need to add in the ME information.

Now, one of the things that you cannot do currently within the portal is you cannot use your trader goods profile to convert existing goods that are in supplementary declaration.

But again, you can’t just then add in the relevant reduced data set in a manual form.

But you just can’t use the TGP for existing goods on a conversion on a supplementary declaration.

And then once you’ve added all your goods and created, added the date, the data for the MA, which is still less than the full supplementary declaration, you have to then submit the record.

If you’re not sure, you’ve got the option here to revert back to the supplementary declaration.

But if you’re sure and you hit the submit button, you cannot go back, you cannot convert back.

So if you can go to the next slide, please.

So you will see that the internal market movement now we’ve hit submit has changed from a draught record to a submitted record.

And then you will see then that it’s been arrived because the goods have already arrived in Northern Ireland.

The TGP has been integrated that trader goods profile for frequently moving goods will be you can optimise the benefits by using that through our portal, the authorization permissions again, optimising information pulled from your profile data, especially if you’re a norms user or you comes your user as well.

And there is the additional feature within the TSS of our GMR automation, which you can use with this journey as well to further enhance the automation on the portal and so to reduce the number of tasks that you have to do.

And what we haven’t called out here today, and I’m, I’m just very mindful of time here to get your questions in is that there is some journeys or some activities you can do for ME movements that we haven’t called out.

So the simplified processes for internal market movements, for the freight movements, which is what Doreen and Shankar have been talking about this morning.

Those are not mandatory, you know, for goods remaining in Northern Ireland, you may benefit from from being authorised under the under the UK’s, UKs in the market scheme continues big declarations as you do today.

However, as Shankar said, and as hopefully Dorian has explained, you know, we do think those processes will like make your life quite a bit easier compared to existing processes.

So we encourage you to, to look into them and, and, and perhaps, you know, do the, the sort of investment to, to make sure those kind of, you know, free benefits and make, make life a little simpler.

There is a different answer for parcel arrangements where you may be aware that there’s a sort of existing grace, legal grace period for parcels and from from the when the new processes go into place, when the new arrangements go into place that that kind of great political fall away.

The new arrangements for parcels will differ depending on the sender and recipient.

And so there are different processes for whether it’s a business recipient or a consumer recipient.

And for goods sent to consumers, there are no individual custom circulations and no duty payable.

But you might well have to provide some information to your parcel carrier and for B to B.

But business to business movements and information will need to be submitted to the customs declarations for this.

You need to be registered and then you can then use the simplified processes for internal market movements.

So you have the UKIMS registered, you have to declare these things that they are not at risk in order to benefit from all of that.

You can do this as we said pre movement.

This is different from the current process.

If you do all that pre movement then there is nothing else that you need to do after the goods have entered Northern Ireland.

But because we recognise that there’s a lot of information that traders may not get in a timely fashion before the goods enter the, the ferry there, we’ve allowed the sort of possibility of doing that after the after good, after the goods movement.

There is that, that is that, that what you have to enter the data you have to enter after the goods movement is not a supplementary declaration in the way that you know, we have a supplementary declaration now.

It is another thing that you do after the movement, but you will benefit from the simplified data set when you do that.

Now just to be clear, this is only for internal market movements inside the United Kingdom.

So that that is only for things that are not at risk staying in Northern Ireland.

What are the requirements when using Royal Mail or Parcelforce for B2B deliveries from GB to Northern Ireland?

So, yeah, as I mentioned, there are new requirements for business, business parcels and sort of from a legal perspective, they will be the sort of customs treatment as it were, is the same As for freight movements.

But the way you interact with that will be different and to freight.

So you’re probably not going through the TSS, it’s more like through the parcel carrier.

So once the new arrangements are in effect, if you are sending a parcel from a business in Great Britain to a business in Northern Ireland, it’s the parcel carrier you use to move your goods who will require the information to complete the the the sort of processes and ensure your goods move quickly and smoothly.

The type of information they require will vary slightly from parcel carrier to parcel carrier.

So that’s Royal Mail to anyone else and whether the goods are being it will also depend on whether the goods are being sent or received by you.

Kim’s authorised business and therefore eligible to move under the simplified processes we’ve been talking about.

And no, strong encouragement from us is to discuss with your parcel carrier the information that they require and how they would like to be provided that information.

And secondly, if you are not authorised under UKINS, look very closely at whether you’re eligible and do apply as soon as possible so you’re as prepared as you can be for the new arrangements.
